Resignation of GANHRI Secretary Montserrat Solano Carboni

GANHRI Secretary, Montserrat Solano Carboni, Ombudswoman of Costa Rica, resigned as head of the Costa Rican NHRI, the Defensoría des los Habitantes de la República de Costa Rica, on March 5, 2018. As a consequence of this resignation, Ombudswoman Solano Carboni also resigned from the position of GANHRI Secretary, to which she had been elected by the GANHRI General Assembly in March 2016.

On the occasion, GANHRI Chairperson Professor Dr Beate Rudolf made the following declaration:

“It is with utmost regret that I receive the news of Montserrat Solano Carboni’s resignation, and I would like to express my deep gratitude to Montserrat Solano Carboni for her outstanding work, her unwavering commitment and tireless service to GANHRI and its members. I recognize her leadership, I admire her dedication to the promotion and protection of human rights, and I highly value her continued friendship.

During her tenure, Ms Solano Carboni particularly contributed to strengthening the cooperation of National Human Rights Institutions (NHRIs) worldwide and to making their voices heard at global fora, such as the United Nations in New York and Geneva. Her support to NHRIs under threat was exemplary. A highlight of her tenure as GANHRI Secretary was the GANHRI Bureau Meeting held in Costa Rica in November 2017, whose success was owed, to a large extent, to the spirit of cooperation and common commitment fostered by the hospitality that she and the whole staff of the NHRI of Costa Rica extended to the participants. As member of the Bureau of the regional network of NHRIs in the Americas (Red de Instituciones Nacionales para la Promoción y Protecctión de los Derechos Humanos del Continente Americano) Montserrat Solano Carboni played a leading role in advancing cooperation within this network and in the establishment of a future permanent secretariat. Together with all GANHRI members and staff I wish Montserrat Solano Carboni continued success in her future positions in the service of human rights and the rule of law.”

The position of GANHRI Secretary is in personal capacity. The GANHRI General Assembly elects the GANHRI Chairperson and GANHRI Secretary on a geographically rotational basis for a non-renewable term of three years.
