Call for proposals (AIHRC external evaluation)


The Afghanistan Independent Human Rights Commission (AIHRC) is a Paris Principle compliant national human rights institution which has been constitutionally mandated to protect, promote and monitor the situation of human rights in Afghanistan. AIHRC’s performance and impact so far has been evaluated several times by different external evaluators between 2002 and 2014. 

Following to this practice, the AIHRC now is seeking a senior evaluator to conduct a mid-­‐term evaluation of the implementation of the AIHRC strategic plan 2014-­‐2018.

Please find in the document below the adequate information on the term of reference of the evaluation consultant, time frame of activities, qualification of the consultant, purpose and objective of the evaluation, outcome result of the evaluation and other conditions, norms and standards.

Any evaluation companies/consultants may wish to submit their bidding offer, should submit their financial proposal according to the Template attached below :​

Submission Instructions
Bids must be received on or before 00:00 (AFT) 28 November 2017.

Bidders may submit only one bid that must consist of two (2) separate envelopes: (1) a technical proposal and (2) financial proposal. See Excel template for the Financial Proposal/Budget Template that should be employed. If the bid is to be submitted by email each proposal must consist of separately saved documents.
