GANHRI-OHCHR-UNDP High Level Event

27/02/2017 Geneva, New York – GANHRI, UNDP and OHCHR sign letter of intent to scale up UN support to NHRIs worldwide

Chairperson Prof Dr Beate Rudolf of GANHRI, UNDP Administrator Helen Clark and Deputy High Commissioner for Human Rights Kate Gilmore today signed a Letter of Intent on the tripartite partnership in support of NHRIs, expressing the partners’ intention to strengthen their strategic cooperation in support of NHRIs, GANHRI and regional networks of NHRIs.

The letter was signed at High Level Briefing on the Partnership to Strengthen Support to National Human Rights Institutions, which was co-organised on 27 February 2017 by GANHRI, UNDP and OHCHR with the co-sponsorship of Permanent Missions of Afghanistan, Australia, Costa Rica, Germany and Sierra Leone.

“Building on the achievements over the past years, GANHRI, OHCHR and UNDP are committed to bringing our partnership to a next level” said GANHRI Chairperson Rudolf, addressing the High Level Briefing.

“With enough support, we can do more to strengthen the role of NHRIs in advancing peace, human rights, and development and to achieve more results and impact at the national level” said UNDP Administrator Clark also speaking at the event.   

“… appreciating the importance of NHRIs, specifically in an era when global values are the subject of contest and contradiction, the UN Human Rights Office,  UNDP and GANHRI understand that our Partnership priorities - in support of NHRIs - must be focused on strengthening the capacity of NHRIs; on enhancing the role of NHRIs as accountability mechanisms; on better showcasing of the value, relevance and impact of NHRIs; on strong and targeted support to NHRIs facing threats and suffering reprisals.  We are continuing to work too for NHRIs’ greater participation and visibility at international level and institutional strengthening of GANHRI and its regional networks” said Deputy High Commissioner Gilmore.

The meeting also enjoyed interventions from HE Minister of Foreign Affairs Manuel Gonzàlez Sanz of Costa Rica and HE Dr Suraya Dalil, Ambassador of the Islamic Republic of Afghanistan.

High-level representatives from Member states, civil society and NHRIs participated and contributed to the well-attended event.

The initiative for strengthened support to NHRIs is building up on the achievements from the GANHRI-UNDP-OHCHR Tripartite Partnership programme which the Partners have enjoyed since 2011 and which has brought opportunities to leverage the respective mandates, expertise and operations of the different partners to support NHRIs around the world. 

Moving forward, the partners intend to strengthen support to NHRIs and their global and regional networks in areas including 

-       Support to strengthen the institutional capacity of GANHRI and the regional networks;

-       Improved institutional effectiveness and knowledge service management of GANHRI with the regional networks and NHRIs;

-       Strengthen NHRIs in supporting Member states to achieve,  monitor and report on the Sustainable Development Goals;

-       Support provided to NHRIs to play a bridging role with civil society and human rights defenders; and

-       Contextualized country support and capacity building of NHRIs as early warning mechanisms for conflict prevention and operating in conflict and post-conflict setting.
